David Lee King is one of the most useful people to follow online - he talks and writes about technology and web stuff relating to libraries (and provides a fantastic case study for the book on 7 essential elements for an awesome library website...).
I just discovered this presentation of his on Slideshare, about Building a Digital Branch - it's worth a look, particularly as it examines whose responsibility this is and how his own library went about doing it.
David is Digital Branch Manager at Topeka and Shawnee County Public Library and their website is the best example of a public library website I've seen - it's dynamic, useful, fresh and visually interesting, so check it out here.
Anyhow, here's the presentation.
I like the presentation he made. I'm thinking he picked up a few things from online marketing experts when he was still designing their library's site; it seems optimized like a marketing campaign.
